(en tout cas c'est le cas chez moi, elle n’apparaît pas à l'ouverture de la page création d’itinéraire et après un rafraîchissement de la page elle apparaît enfin.

Même si je ne sélectionne rien pour le 1er plan, j'ai quand même toujours la carte IGN qui est affichée :)
