Windows 10 Title Bar Theme

By default, it can be difficult to tell if Chrome is the active window or not in Windows 10 at first glance. This theme fixes that issue by turning the frame light blue when Chrome is in focus and leaving it grey when unfocused. It's like having the \"Show accent color on title bars\" Windows setting active but for Chrome's nonstandard title bar.
