StackTopReorder Extension

Moves the multi-collider (site picker) to the top left, along with all the \"action\" drop downs.
Moves the questions, docs, jobs,users, and search bar to the top right.
Places the logo beneath the top bar (which, in addition, will not scroll with the page).
Reverses the order of the \"action\" drop downs.

- v1.4: updated hook (css selector for an element) for MutationObserver. Stack Overflow changed the element's class name which was preventing the script from successfully running.
