Overview
The Major Incident Command Assist (MICA), is a communications and workflow platform for law enforcement to empower leaders to better manage the collaborative response of law enforcement agencies to major incidents like child abductions and active shooter scenarios.
MICA serves as a real-time central clearinghouse of intelligence ensuring that all agents in the field have access to the latest, most accurate information. MICA is able to provide unprecedented transparency through its ability to provide full provenance to all intelligence gathered, establishing a chain of custody of intelligence.
MICA virtualizes the incident command headquarters enabling the incident commander to take command and control of all resources of the participating agencies from the desktop. Law enforcement offers can be dispatched from wherever they are located, minimizing the travel time to get to each lead.
MICA enables officers in the field to utilize their mobile device as a first class evidence gathering tool. Officers can take pictures, record audio conversations, and record video to enter into evidence. MICA establishes a chain of custody of intelligence, establishing full provenance for each piece of evidence and intelligence gathered. MICA provides full transparency of the investigative process since it records who gathered the information, where they were when they received it, and the precise time the information was obtained.
MICA enables geospatial aware investigative lead assignment to improve efficiencies and minimize travel time for officers.
The desktop version of MICA provides a Virtual Incident Command Center for the roles of Incident Commander, Investigative Leads Coordinator, and the Tipline Operators.
The Incident Commander:
o - Creates a new Major Incident
o - Creates/Edits Digital Briefing and Digital Briefing Updates
o - Initiates Officer Welfare Checks to monitor the status of the officers in the field
o - View the Maps of officers, investigative teams, investigative leads, evidence, and officer welfare checks
The Investigative Leads Coordinator:
o - Creates teams of Field Officers to process leads
o - Processes intelligence and creates investigative leads to be assigned to investigative teams
o - Tracks the progress of Investigative Leads
o - Reviews completed leads and determines what course of action to take (close lead, split into multiple, re-assign, etc.)
o - View the Maps of officers, investigative teams, investigative leads, evidence, and officer welfare checks
Field Officers:
o - Activate themselves when called to serve in a major incident response
o - Serve on investigative teams to process investigative leads (take notes, take photos, record audio, record video, etc)
o - Communicate with investigative team members, other law enforcement officers, and incident command
o - View the Maps of officers, investigative teams, investigative leads, evidence, and officer welfare checks
o - Respond to officer welfare checks to indicate their status (OK, need medical assistance, in distress, etc.)
Tipline Operators:
o - Take tip phone calls and gather intelligence for law enforcement
o - Communicate with Incident Commander when extremely important information is gathered
